Short answer: in month one, be findable and be verifiable. Everything else, including paid advertising, works better after those two are true.
Week 1: exist properly. Claim your listing everywhere that matters, with the exact same name, address and phone in each place. Inconsistent details are the single most common reason a new business is hard to find. A Basic JaxInsider listing is free, so there is no reason to wait.
Week 2: give people something to look at. Photos of the real place, real hours, and a description in the words a customer would use. Not "bespoke artisanal solutions." What you sell, where, and when you are open.
Week 3: get your first reviews. Ask your first ten customers, in person, on the day. Early reviews matter more than later ones because they carry the whole decision when you have no history.
Week 4: give people a reason to try you. A first-visit offer aimed at locals. This is also the point where a free listing starts to limit you, since posting a member deal and getting real placement is what Small Business is for.
What to skip in month one: broad paid ads. Sending paid traffic to a business with no reviews and no photos wastes the budget. Fix the foundation first, then buy attention.
