Short answer: the roles at small local businesses often never get posted nationally at all. Find the businesses first, then approach them.
Small employers hire quietly. A shop with nine staff does not pay for a national job posting. They put a card in the window, tell their regulars, or hire the person who walked in and asked. If you only look at big boards, you never see those roles.
Work backwards from the business. Decide what you want to do and where you want to work, then go through the local directory for that category and area, and contact them directly. A short, specific message to ten local businesses beats a hundred one-click applications.
Being local is your advantage. Say you live nearby, that you can get there reliably, and that you know the area. For a small employer worried about turnover, that matters enormously.
Look at who is growing. A business that just opened a second location, or is running offers to drive volume, is a business that will need people.
